Am I underage to be a cook?

Okay so I've been working at Pizza Hut for the past 5 months as a cook. I HATE it. Pizza hut itself is pretty cool but being a cook blows. My old coworker said that since I am only 16 I'm not technically allowed to cook. Can I complain ? I would rather be a Customer Service Rep. That's what I initially applied to be. Someone please help. Possibly any job ideas? Not in the food industry !!
