  1. Citizens of Syria residing in United Arab Emirates have to apply for a visa to Croatia in person at the nearest consulate of Croatia in United Arab Emirates. Please note that the application procedures and fees may vary depending on where you apply. There is no consulate of Croatia in United Arab Emirates.

    Please find out where is the nearest one. I think the closest to the UAE is Islamabad/Pakistan.
