I highly doubt you are going to be able to find a FREE horse (not a free lease horse, but an actual free horse) that will be able to cope with 3ft3in. Keep in mind most free horses will have numerous issues, possiably including soundness which will lead to you not being able to jump. and with both cases, you still have to pay for board, fairrer care, and other expenses that crop up (and trust me its WAY more expensive that the horse its self!).

So If you are really wanting a horse, your probably not going to find what you need in a free horse, so you might want to consider all the costs first.
