There's a cafe/tea room in the rose garden at Huntington Gardens.

Yamashiro restaurant in Hollywood has a panoramic view of LA & the ocean (on a pollution free day) and is surrounded by Japanese gardens.

The Kyoto Grand Hotel in downtown LA also has an outdoor Japanese garden on the 3rd floor. Their Thousand Cranes Restaurant, Genji Bar and Garden Grill all have views of the garden. They have fountains that drown out the sound of the traffic below.

Edendale Grill in Silverlake, The Little Door in LA, Inn of the Seventh Ray in Topanga, The Courtyard in West Hollywood, Eat on Sunset in Hollywood, The Ivy, Polo Lounge, Spago, Blue Velvet, Bistro 45, Firefly Bistro, etc, etc all have pretty outdoor patio seating.
