  1. yeah you need a visa but it depends how long you will be staying

  2. The Irish Department of Foreign Affairs Website does not actually mention the Philippines in any of the lists of countries (which is a bit weird).  So I cannot say for definite but I imagine you will need a visitors' visa-I would contact the Irish consulate to make sure.  I know a good few people from the Philippines who are living here so I imagine it is not a problem to come to the country.

DO NOT apply for a Visa to a SCHENGEN treaty country though-whatever you do.  Ireland is NOT in Schengan....just like the UK-so the first person to answer was wrong!

Get in contact with your nearest consulate-I have had to use the one in NY and found them to be very helpful

    Anyway, enjoy your trip!!

  3. You need to apply for a Schengen visa from the Irish embassy. This will allow you to visit other member nations of the European Union. This does not include the UK by the way.

Don't forget to bring your green card as well, or you might not be able to return to the U.S.
