Am pursuing my b.tech final in electronics and communication.i want list of good universities in usa?

i have written my gre and i got least score 830.planning to write my tofel in feb..planning to go for m.s in next january to which universities should i apply and when should i apply.i have above 80% in ssc and inter but 60%in b.tech till now am pursuing my b.tech final now.can i apply with this least gre score or write gre again?

Also, getting a student visa to the USA is starting to get difficult.  I have many friends and family that have been turned down for student visas to the USA....after attempting five times.  Many have ended up in Europe, Australia, Canada, and related.
