  1. I'm still wondering that myself! In the past, I rented a car at the airport, drove to Fajardo, returned the rental and boarded either the ferry or a toy plane to Culebra or Vieques. Now they charge you a "drop off fee" of approx. $30 in addition to the rental rate!! If you do the math, a taxi may be cheaper, but I like the freedom of your own vehicle. I'm not sure of a total price, but when you find out, please let me know! Have you considered the airlines that fly out of San Juan and Isla Grande? In Old San Juan, you are closer to Isla Grande airport. Maybe flying would work for you, unless there are a lot of people in your party which means that a taxi is the  more reasonable solution.  I'm curious!!

  2. Call Julian's 787 385-7604 say you were referred by Laura Bermudez from Vieques, lie if you have to if they ask if you are going to vieques you say yes or if you are related to me yes they give special discount to vieques residents they are the cheapest trust me (well kept secret for a few VIPs like me) lol Good luck!

  3. Also  you can check these sites

    www.gotopuertorico.com

    www.welcome.topuertorico.org

when you exit the airport you can go to the lowest level and ask the Tourist taxis  stand ...how  much the fare to fajardo will be?

They have  Flat rates  to many hotels  and  most of the Tourist  spots  but  I don't remmember if  Fajardo's  marina (ferry) is included.
