Ambulances have someone inside but don't flash the lights, what does that mean?

My neighbor had a stroke and when the Ambulance came, they went in, got him on the stretcher, put him in the ambulance, waited for about 15mins, then proceeded slowly without flashing lights. What does this indicate?

  1. It probably meant that it wasn't a life and death situation, but still had to get to the hospital quickly.


  2. That he's dead or stable.

  3. What you don't want to do is scare the victim any more than he already is, so no lites , no siren, no speeding.

  4. It will usually always mean that the person has died...

  5. They were working on him inside the ambulance, then set off with him stable and no longer in need of a high-speed rush.

    Ambulance personnel in this country don't take it upon themselves to decide when someone is dead, only a doctor can do that; even if it's obvious, they'd still rush him to hospital while working on him just in case . . .

    Most emergency room or just hospital visits are not flash-the-lights sound-the-siren emergencies. Ambulance drivers know the differences.
