my dad is coming back from puerto rico..and i wanted to know if american airlines allows QUENEPAS through to the US

As your first answer stated, it's not up to American Airlines, it's up to US Customs and Border Protection, and basically no fruit or vegetables are allowed into the US without a permit, expect a $300 fine for first time offenders caught trying to bring fruit into the US. There are exceptions and you can obtain a permit, but you'll have to contact the agency on the below website.

It's not an airline matter.

The airline has no bearing.  The items will have to be declared at US customs and checked against the current list of admitted goods (list changes often).   They may or may not be quarantined, and possibly confiscated.  Check the customs website 1 or 2 days before he comes back to see what the latest restrictions are.
