My first impression is that they are all wrong.

B,C and D are all absolutely wrong.

since a. says "characterized MORE  by"  you could argue that it's true. But....I really don't like the statement  and don't think either necessarily  describes how policy is made....there are other options they are not giving you.  Anyway, if one of those is supposed to be right I would pick A.

(A) The process is know as comity, even though we haven't had public displays of it for a few years. Most legislation comes out of the hopper as a result of both parties working out the details.

The other three choices are manifestly false, especially choice (B).
