Did the Choir Girl and Oz get it on at the end of the movie? And then did he lie about it? Or did he really did not to anything with her?

They definitely did. That is clear from the scene. I think that it is intended to be a message about how he has grown as a person through his courtship with 'choir-girl' (whatever her name was), at the beginning he was all excited about getting laid before graduation, but in the end he realizes the importance of love and the relationship he has with the chick. Therefore he does not 'kiss and tell' so to speak. He represent a parallel to "The Sherman-ator" who lies about having had s*x.
