  3. Since there is a "Visa Waiver Program" for spanish and portuguese people to visit the United States, the same procedures apply for U.S. citizens for stay in Europe.

    Passport required (must be valid for period of intended stay).

    Visa not required for a stay of max. 3 months in a 6 month

    period.

    That actually means, you can cross the boarder without any problems, if you plan to stay for tourist pourposes in a duration not to exceed 3 months during your visit.

    If intended stay exceeds 3 months, visitor must apply for an

    extension visa at the Immigration Department.

    Edit: Some people think, that the Schengen agreement constitutes a justification for illegal travel, since boarder controls have been terminated. However, the legal provisions, and that is what the asker wanted to know, are still in effect.
