No.  American VHS tapes are NTSC, European tapes are PAL.  

if you had a multiformat machine, you could, though.

You would need a VCR that supports multiple video standards, as well as possibly a TV that does as well if the VCR doesn't convert the video format internally.

Both of these exist and are sold on the european market, but the basic models won't have these features.
