Amtrack Trains?

It depends on what kind of train you end up getting on.  If you're booked on an Acela, most definitely, however, with the general metroliners and other trains they have, it can be hit or miss.  I've taken amtrak maybe 30 times and I would say it was about 60 to 70 percent of the time there were outlets on the floor on the wall near your seats, the rest there were none available.
