I'm not an expert on tenant/landlord laws but i think that is totally wrong.  that's like saying they don't rent to tenants with green eyes.  totally discriminatory.

Any deal is a mutual deal and can be declined by any either of the parties before or after it is done. But afterword, one may not force other to comply with its demands or alligations. Apparently its wrong.

But you cant be prejudice, one has to look into the matter closely. As one may not let any tenant stay in his premises any abuse him. Tatoo could be something abusing to the landlord and landlord didnt know it before hand. In this case he still can refuse.

No law says that unless she made them up herself. She probably doesn't approve of them. You should definitely talk to someone of an higher authority than her. But who wants to give a biased landlord their money. She has never heard of Equal Housing Opportunity.
