An odd message on my computer

Question

I use a HP Pavillion 1200e computer. When I am on some websites a message pops up in the middle of my screen. It reads ''A runtime error has ocurred. Do you want to debug?'' If I hit YES nothing happens. If I hit NO the message disappears but reappears within a few seconds. If I hit NO repeatedly the message might disappear for as long as a minute.
Any ideas?
