Subsidizing a good will increase  the amount purchased , but even if the price is very low it will not be purchased by someone who places no value on it,  People who have no desire to learn will attend  only if the university  is providing  something that has  value to them other than learning. The opportunity cost of  attending school is high, so even with low tuition, people who attend must place a relatively high value  on it
