I don't understand politics at all.. can someone just give a brief description this cartoon? Or tell me how to analyze political cartoons

This political cartoon is satirising both Barak Obama and Joe Bidden. By comparing Joe Bidden to Paris Hilton it is trying to negate the credibility of Bidden's qualifications for Vice President, likening him to a personality who is widely considered to be vapid, shallow, unintelligent and overly image conscious, (which is then emphasised with the short speech mark) and therefore negatively reflecting on Obama for his choice in running mate. Overall, the cartoon is trying to create a window into the post-election future with a team such as this one.
