Animal f***s under the house question: what is ground cover?

There's animal f***s underneath our house and the pest control sprayed something on top of it to help it decompose faster but it still smells.

My question is this: the pest control people are now talking about "ground cover" and I can't get a clear answer about what they mean. Are they talking about putting more stuff on top of it? Is it that difficult to have someone go under the house and actually rake it out? Thanks.
