Anime question: thngs i notice every time i watch anime

this question might be different from FMA, naruto,inuyasha okay i have watched a lot of anime lately and i've notice that when a person meets someone or someone they know a little bit about they tend to call each other by their last name.....

but when they are called by their first name they tend to blush and its like a really HAPPY!!! moment for them...(example: tokyo mew mew & CCS)....

is this suppose to be a traditioanl thing in japan???

does it happen anywhere else??

It is more polite in Japanese to call a person by their last name.

If you use their first name it means you are close friends (or sometimes more, depends on context).
