Annoying calls, ATT, what can I do to stop the computer from calling me over 20 times a day???

The phone number is 843-308-7870. They call me all day long. I called my cable telephone service provider and they said they can charge me to block them. Who even knows how much that would be. I shouldn't have to pay this. Should I call ATT? I do owe them $26 for a collect call a while back..but it is the computer that keeps calling me and hanging up.
