Are anonymous proxy programs safe and if so which are the best

Some are safe...you need to know what you are getting.  First of all, a random free one on some site you found through Google will most likely not be safe or protect you.  You need to use one developed by people with knowledge of proxies and internet.  This will also give you a face and a name to put to the proxy.  It is very reassuring to have people backing the proxy, and not just some random website.

Nothing on Earth can be 100% guranteed but proxies are not pointless and do work well...if you have the right one.  It is all about protecting yourself and making yourself a harder target.

About security: Most of the time it depends on client side's security. If your side is secure, don't worry more for security. For example a good Internet security program may know harmful site names or something else. So it will warn you before visiting the site.

By the way for the time being it is impossible to have a %100 secure computer.

Proxy's are pointless, there's no such thing as anonymity on the Internet, if your planning on doing something  which you wouldn't like people to find out about I suggest you don't bother, anyone with a decent knowledge of computer's can track you even if you use a thousand and one Proxy's,Bouncer's and spoofers.
