Depends on which vehicle. I would say between 400-600 dollars. I would recommend calling a few junk yards to see if they have one, assuming you know how to change out everything yourself.

Too much. Unless a lot of people will be driving it, there's no reason to.

Getting the right seat will be the difficult and expensive part. If you already have the seat just do it yourself run a power cable with an inline fuse straight off of the battery or wire an open spot on your fuse box. You can ground right to the seat posts.
