  1. Meaning when there is a dashed yellow line that allows you speed up and go around the car in front of you, so long as there is nobody coming in the opposite direction, while still maintaining the speed limit. More or less, anyway.


  2. It's redundant. It pretty much says, "You can pass when it's legal for you to pass."

  3. lets say that you are on a 4 lain highway and the speed limed is say 55.

    You are in the right lain and coming up on a car in your lane. It is going 35 you check your mirror and see there is no one on your left. you also turn your head and check to see that no one is in your blind spot.

    you put on your turning signal and pull into the left lane you speed up and pass the car going 35. after you see the other car in your mirror you again put your signal on and pull back into the right lane.

  4. it means you can go around someone who isn't going the speed limit in front of you as long as the lane is divided by a dotted line
