why are people convicted for physical harm when often mental abuse and harm is much worse?

i mean im not saying people should be convicted i am merely saying, should physical actions be taken against a phsycological enemy? like a kid teasing you everyday and making u feel like c**p, should you be allowed to hit him? think about it.

we shouldn't be allowed to hit anybody but we can pursue our harassor for different crimes, not only physical. That's what court is for.
