Another question on pirating comcast tv

Question

I pay for comcast internet. I also discovered my brother who lives in the same household has also been stealing comcast cable tv. My question is since I pay $20 more for comcast internet than I would pay if I added tv would comcast even bother prosecuting the homeowners? What would be the point since I've been paying them more and we live in the same house? If anything my brother has been stealing comcast from me although I don't know if I can prove this since we live in the same house. And no, I don't want to get comcast tv since he is the only one who would use it.

I have known a few people that have stolen cable before and they were never prodecuted, they were just  disconnected. It would cost comcast thousands of $$ to have someone prosecuted, courts lawyers ,etc.
