Another sims question...?

got some questions about a game called as "sims:build buy live".i just bought it yesterday.i must say,it is terribly confusing.

i created two characters.one boy and one girl.i placed them on separate houses but near each other.i will play the boy character i made.i did this because some people said to me that if i create two characters in separate houses,i can make one of them go to each other's houses by themselves and i can become his boyfriends.is it true?i want to create my own family and i want to start with just being a bachelor at first.

i think you have to call that other sim up on the phone and invite them over, and propose to that sim to move in, but they must be at a friendship level first.
