You could try the local salvation army. Is she still in country or as she travelled to another country. Your best bet would be to inquire at your local police station and explain to them and ask for help. If they can't help outright they should be able to put you in touch with someone who can. What about placing an advert in the personal column of the local press or try your local tv/radio station - they could put a message over the air.

PS In the USA they have a missing persons alert system called "AMBER ALERT" This is posted on motorway and highway signposts and their success rate in finding missing people is very high. There should be something like that here.
