Answering machine picks up, caller hangs up, machine calls, then bad number sound?

Why does this happen?

Sometimes we get a call, our answering machine picks up, and the following happens.

The message we here is:

*phone hangs up

*dial tone

*phone ring

*bad number message "...please try again..."

*obnoxious bad call beeping for 30 seconds

This happens a lot and is annoying and confusing, any insight is appreciated.
