  1. it still an over the air transmission and will be subject to the same interference, defects as any other over the air signal. although the image you get will be better quality, if you are far from the source of the signal or there are things causing interference, you will still get snow. or in the case of digital, pixelation.

also, time of day and even weather can contribute to the quality of a signal. you might notice that some channels look better at night, etc.

  2. You didn't mention what your signal input is from, but if your reception now just gets an OK reception, you probably will not get a good picture with a Digital Converter Box unless you improve on the antenna input signal.  There are many factors to consider, like an outside antenna, type of antenna, distance of your TV's transmitting towers to your residence, direction of these signals and if a pre-amp is required.  If your input signal is from a satellite or cable, you don't need a DTV box.

  3. TV channels are broadcasting in digital right now. So if you buy one now, you'll get digital TV right now. Many people with marginal reception like yours find that they can't get any signal, or get a signal that freezes or goes in and out. Getting a better antenna (a rooftop or attic antenna, NOT a TV top antenna) should solve the problem.
