  1. The new motor won't spin by hand? You re assembled eveything correctly, including putting the new shaft seal on correctly and seated the impeller correctly? Odd. If this is a new motor and it spun freely out of the box, it should do the same now. The only thing I can think of is that the impellor is catching against the inside of the front of the housing or if you've cross threaded the impellor, it's catching against the back end.

Or ( it's hard to tell the way you worded this) do you have everything hooked up including your electrical and you're trying to run this and it won't start? If that's the case, check your wiring diagram on the motor body. Most pool pump motors come from the factory pre wired for high volt (220). If you're using 110, it either won't spin, run slowly or trip the breaker. It's easy to switch the wiring inside the motor to run at the desired voltage, since most will accomodate both voltages. Just follow the wiring diagram on the motor and move the appropriate harness wire. I's been awhile since I've seen an Anthony, but if they're still using an AO Smith motor, it will be a plastic block with an arrow on it. You just need to make sure that arrow is pointing at the printed voltage appropriate for you.

About the only other thing I can think of, is if this is one of the old Anthony's, they had shaft collar with set screws used to adjust the compression on the shaft seal. That may be set too tight.
