I cannot seem to find at the moment. Also,

  1. Who cares?  Global warming wasn't recognized by the mainstream until the 1990s.  No presidents refuted global warming because it wasn't brought to their attention until the '90s.

However, Ronald Reagan signed the Montreal Protocol, which was basically the Kyoto Protocol for the ozone layer.

So I bet that if Reagan had known of the dangers of global warming, he would have dealt with it.  As would any president.

  2. You won't, we were worried about the next Ice Age before several warm summers in the 80's.

Governments are only interested in how they can make money out of it and they are making plenty of money available for 'scientists' who won't rock the boat.  The sun's cycles drive Co2 not the other way around.

  3. George Bush Sr. put out a statement in 1989 about global warming:

In 1965, President Johnson's Science Advisory Committee concluded that greenhouse warming was a matter of real concern.

Nixon founded both NOAA and the EPA because of concerns related to atmospheric and oceanic effects of human caused emissions.

Since the science of global warming has been around and a concern for a long time, it's very unlikely you'll find any president that stated anything which "refuted global warming".

  4. I can't find any quotes but the the Reagan administration was initially skeptical, but he signed Global Climate Protection Act in 1987.  This doesn't prove any thing, Reagan was not happy about it.  But it does show that he was facing scientific evidence that ran counter to the benefit of corporate contributors.
