Antique phone gives busy signal?

Question

We have an antique Western Electric 317 Phone, but for some reason, everytime it's plugged in and someone tries to call, they get a busy signal.

Any advice?

Sounds like a short in the line somewhere.  Check your connection to the wall or a kinked cord.  Could also be somewhere inside the phone.  We have an old phone from the 30's, it had to be rewired in the box (ringer box, separate from reciever)
