  1. It can take as much as a year, and whether or not they recover depends how how much trauma occurred in the first place.  the nerve supply has to regenerate for recovery to occur.  I'm not sure what the treatment will involve for your horse, since the trauma could be anything from a fractured scapula to severe soft tissue injury.  Some take a very long time to recover, but can completely return to normal function.

  2. Rest, time and message. Message will stimulate and supply blood flow to the area. Fresh good blood flow heals faster.  Use some type liniment, stronger in the beginning and work down to a very mild liniment.  You can do it twice a day in the beginning and as he gets better down to once.

  3. Alot depends upon how long ago the injury occured.  Management of horses with acute trauma usually includes NSAIDs (bute, Banamine) , steroids, DMSO, and physical therapy.  Cold water hosing with full force nozzle attached to the hose may prove beneficial.  Linaments, message, heating pads &/or hand held muscle stimulators may help.  If the horse does not respond favorably in first 6-8 weeks, prognosis becomes less favorable.
