Yes, they are true, and yes, they are a ripoff.  They will pay off all your debts with a loan.  Their loan has lower monthly payments, but a higher rate of interest than you had before, or a much greater total interest payment.  In the meantime, you have to live, so you could be increasing your debts even more.  

You would be better off going to each creditor in person and trying to arrange a lower monthly payment in order to get yourself out of debt.  You should reduce your spending to an absolute minimum by doing things differently and less expensively.  In other words, make some sacrifices to get your financial life back on track.
