  1. First, here are word-by-word translations from a Latin-English dictionary (See the first source below):

salus : health, safety, well-being, salvation / salutation.

honor : honor, esteem, public office.

    et:  and

virtus : manliness, excellence, character, worth, courage.

    omnipotens : all-powerful, almighty, omnipotent

    -----------------------------

But below is a freer and better translation, as given in the second source listed below. The words  are from the hymn, "Concussum est mare" ("The sea was moved"), by Jacobus Clemens non Papa (c. 1505-1555/6).   It describes an appearance by the Archangel Michael, whom you must have seen in the picture.   The original words are:

Concussum est mare, et contremuit terra,

ubi Archangelus Michael descendebat de cælo.

Factum est silentium in cælo, dum committeret

    bellum draco *** Michaele Archangelo

Audita est vox millia millium dicentium

Salus, honor et virtus omnipotenti Deo.

    And the translation is:

The sea was moved, and the earth trembled, when the

    Archangel Michael descended from heaven.

There was silence in heaven for a space, as

Michael and his Angels made war against the dragon

And after these things I heard a great voice of much

people in heaven, saying, Salvation and glory, and

honor and power, unto the Lord our God.

    -------------------------------------

It also appears in the Ordo responsorialis iuxta Liturgiam Horarum (See page 112 in the third Source below.)
