Any cruise line let a group of 20 year olds book?

A group of friends of mine want to go on a cruise but they all have such strict age guidelines, was hoping someone out there may know something different. Thanks for help!

    Guests are required to be 21 years old (on embarkation day) to travel. Guests under the age of 21 must be accompanied in the same stateroom by a parent or guardian 25 or older. The exceptions Carnival will make to this policy are:

    Married minor couple - The booking must be documented that the couple is married. The couple must have proof of marriage at embarkation or they will be denied boarding without the benefit of a refund.          

    Domestic Partners/Same-s*x Union minor couple - The booking must be documented that the couple are legal Domestic Partners/Same-s*x Union.  The couple must have legal proof of partnership/union at embarkation or they will be denied boarding without the benefit of a refund.

    Guest ages will be verified at embarkation. Guests not conforming to this policy will be denied boarding and assessed a 100% cancellation penalty. NO exceptions will be made at embarkation.  

    The Group policy is slightly different because of stricter group terms and conditions including mandatory chaperones, damage deposits and other considerations.

    Company policy dictates that a passenger under 21 years of age must be accompanied in the same or connecting stateroom by a passenger 21 years or older who expressly agrees to be responsible for the under 21 passenger throughout the cruise. This includes, but is not limited to, preventing under-age purchase or consumption of alcohol**, preventing under-age gaming activities and preventing violations of any ship's rules. Passengers must be age 21 to purchase or consume alcohol and age 18 to gamble on the ship. If the accompanying adult is not the minor's parent or legal guardian, a PARENTAL/ GUARDIAN CONSENT LETTER that authorizes the minor's travel and further authorizes medical treatment in case of an emergency must be delivered to an NCL representative at the pier. Failure to produce this letter at embarkation may result in boarding being denied, with no refund of cruise fare provided.

    Kids under two cruise at a substantially reduced fare and certain itineraries offer specials on 3rd and 4th guests in the same stateroom. Infants under six months of age are not eligible for travel on NCL ships.

    Note: Two people under the age of 21 may travel together in the same stateroom without someone over the age of 21 in the same stateroom if they purchased the cruise under the family plan and have at least one person who is 21 years or older in the adjoining stateroom. The age limit will be waived for married couples less than 21 years of age provided proof of marriage is presented to an NCL representative at the pier.

    Guests under 21 years of age must be accompanied by a parent, guardian or chaperone who is at least 25 years old; one adult chaperone is required for every five people under the age of 21. Alcoholic beverages will not be served to guests under age 21. Due to limited medical facilities on the ships, we will not accept reservations for infants under 6 months old at time of sailing. For tranocean crossings, or other itineraries which our Medical Department feel present a significant risk, infants must be a minimum of 12 months of age at embarkation.

The following cruise lines require that at least one person in each cabin is 18 or older: American West Steamboat Company (Majestic America), Cruise West, Cunard, Delta Queen (Majestic America), Fred. Olsen Cruise Line, Oceania, Orient Lines, P&O Cruises, Peter Deilmann, Regent (Radisson) Seven Seas Cruises, SeaDream, Star Clippers, and Uniworld.

    The following cruise lines require that either 1) All passengers in a cabin must be 18 or older, or 2) If anyone in the cabin is younger than 18 years old, someone in the cabin must be 21 or older: Clipper, Disney Cruise Line, GAP Adventures, Silversea and Viking River Cruises.
