Any electric device with all these features?

Question

I was thinking about a PocketPC or Palm device or something.

I need it to do the following: video playback, voice recording, someway to record notes (possibly with a stylus or a keyboard), and I need to be able to read & write to word documents. Internet access would be a plus. If I could get all this for under $400 that would be awesome!
