Any free program similar to Creatoon?

i mean,Creatoon is wat i am lookin for, somebody told me that works with ''cut off'' animation ,or sth like dat... plz help me,i am not expert but i want an animator that doestn work with that frame by frame thing................ thx

Creatoon has tweening like features where you select your keyframes (beggining and end frames) and it will fill in the movement in between. You didn't bother to read the manual, did you?
