  1. This is an extremely vague question - we don't know what kind of game you are trying to make.   There are web based games (Earth 2020, or Warbook) there are text based games (old MMORPGs) but I'm going to assume you mean either a 2D or 3D single player game for a computer (console game development generally requires proprietary licenses and tools - if there's an exception, I am not familiar with it).

    I'm designing a side scroller action adventure game in the Zelda II style with very good success using Blitzmax.   http://www.blitzmax.com/   It's not free, but it's not extremely expensive either.  It was desirable to me because it generates an intermediary byte code which can be run on Linux, Windows or Macintosh.   They also have 3d kit available and an optional GUI support module, although I've heard rumors that it is lacking some support in Linux.  There is a 30 day free trial available.  The retail price is 80 USD and it is well worth it

    Blitzmax is my recommendation.  If you only want to work with graphics / gameplay and avoid programming you may be able to design a mod to an existing game as opposed to creating a game from scratch.

    I invested over 200 hours before I got my first prototype of a working side scroller game with fighting AI's, projectiles and a "working" character - and that was on top of a reasonable programming background.  So it will take time and patience, but in the end it is rewarding.  Good luck!
