Martial Law means less rights, more severe punishment.  Doesn't sound like a good idea to me.

I think the solution is to encourage micro-loans so poor people can borrow enough money to start micro-businesses.

Example:

Loan one person enough money to buy a chicken.

Person takes care of chicken, and sells eggs to neighbours.

Person slowly pays back loan, and breaks the poverty cycle, and stimulates the economy.
