How about doing it the typical North Indian way. Get a 'Halwai'. You could  serve the food either at home or on your terrace or in the colony park. It will be fun. People would be able to move around, and not be glued to their chairs in a restaurant.

Hope it does not depends where you stay. Then, there is a place called Rani Castle in GK-1. Average budget. Food is good. I had spend approximately Rs. 15K for my son's b'day. The J&K Bank and this Rani Castle are in the same premises. I don't have the number. You will have to take the trouble to go there and inquire.
