  1. It is very difficult to get a restaurant with a perfect view of the houses, however for a great meal with a fantastic view of some of London's best waterfront buildings, including the HoP in the middle distance you should try to eat at the OXO tower on the South Bank near London Bridge.

The food is very good, service is prompt without being intrusive and you are right on the river.

There are not many better places to eat in town without paying through the nose.

  2. To get the view you are asking for i think you would have to be on the opposite side of the river. However, most of the river bank opposite the Houses of Parliament is taken up by the gardens of Lambeth Palace and St Thomas Hospital. There are a number of restaurants in the former County Hall building, just north of Westminster Bridge and it would seem that a couple of these have views across the river, namely:

    Ozu Japanese restaurant

The County Hall restaurant, part of the Marriott Hotel

I can't think of any others apart from these.

  3. Atrium is the closest decent restaurant, but it doesn't actually have a view of the houses of parliament.  Probably better off at the pub halfway down from Westminster tube to parliament square.
