Any idea on how to make herbal chew?

my dad chews tobacco and i do too on occasion and i was wondering if there was a way to grow and prepare the herbs needed to make an herbal chewing tobacco substitute.

Take fennel  seeds and roast it for a while. Give him in a small pack to carry. It will help him a lot.
