  1. It started in the 90s. Development activities in the 1980s were dominated by free market reform and privatization requirements by major players like the World Bank and IMF. The result was, ofcourse, a disaster, with setbacks in poor countries regarding health care and education.

    In the 1990s there was a series of global development summits all over the world, as well as ongoing discussions by  government and NGO development program staff regarding new approaches. The result was the rights-based approach. The U.N. Development Programme even devoted its Human Development Report 2000  to the human rights-and-development theme, and human-rights.
