Any non member skill capes?

on runescape is there in non member skill capes that us non members can get. lots of ppl said wc skil and cooking are for non member?

As far as I'm aware, 'Capes of Accomplishment' or 'Skillcapes' are available only to members...

I don't think people mean that literally. Anyone can get 99 in a skill - you can easily (not literally) get 99 in cooking and woodcutting, but you still need to be a member to be able to buy a skillcape.
