Any one have any idea how..?

ok i have asked like 3 times but no one seems to give me an answer.. and i'm pretty much stressed out..

i love that picture and want to edit one of my own like that..

but how can i do it on photoshop cs3?

you make 8 diff layers with that photo. desaturate it.

then you rectangular marquee a section and do edit> stroke (this will give you the black outline.)

then you go to hue/saturation to change the color.

do this with all 8 layers(obvously deleting everything but the section your using on each layer)
