  1. Test at main Demarcation junction box in you house.

If it works there, the problem is external to your home and thus a Telus service problem and it is up to Telus to fix the problem.  The technician should have made that test while he was there and advised you if it is your problem or Telus.

It might be time to escalate the issue through other channels:

I pulled the plug on Telus over six months ago.  Then got Shaw HighSpeed Internet and now only use VoIP for all my phone calling....

  2. Sounds like its "Tripping the ring" In other words, the Tip side of the circuit, has a slight ground on it. When a call comes in , the voltage finds the external ground and you get maybe one ring..sometimes less. This most likely wont affect out -going calls. ( maybe a low hum)  You can find out if its in your house or the telco plant by taking a known good phone to he demarc, sometimes called a SNI, and unplugging the house side of the line and plug a phone in the jack you just unplugged, have someone call the number, if it trips, the trouble is the telco's cable or plant, if it does not trip the trouble is bad wiring in the house. In my area its usually a sign of wet cables.

  3. The issue should be with Telus' service itself. The fact that you can make phone calls suggests that the lines in your home are working properly.

If the problem is with the Telus network (not in your home) it is their responsibility to repair it at no charge to you. You should speak to Telus management about the previous service call. They probably charged you money and didn't even fix the problem.

  4. I would look for wet cables. your telco should be able to stress test the pair.
