Any real difference between Lock-out and Pre-load adjustment?

Question

I always thought that Lock-out means that you can lock them altogether so that they are ridgid and Pre-load adjustment cant be locked completely but just reduces the amout of "bounce" if you will

Am i Right ?

yes you are right,

most bikes come with pre-load anyway and some come with preload AND lockout, so it is good to get lockout anyway (unless there is a feature that is better for you) as it will also have pre-load
