Any resources for "needed inventions"?

Question

Just looking for some place where a man can go and get a goal. Something like "I need something that can do this - this many times or every x minutes or whatever"

Long time ago I heard of NASA looking for a material that could withstand the stresses of acting as a tether to an orbiting thing. It was either that and/or they were looking for an elevator-type contraption that went at x m/s and withstand those same stresses.

Any resource whatever format or medium would be appreciated.

I'm gonna go over to NASA's site and see if they have anything like that.
